C1 Advanced essay example, marked
The same essay written twice: first an answer that would get about 10 out of 20 (just below a pass), then the same answer improved to about 18 out of 20. Every problem and every improvement is marked and explained, criterion by criterion.
The task
Your class has listened to a radio discussion about how local authorities could help small shops in town centres. You have made the notes below. Write an essay discussing two of the methods in your notes. You should explain which method you think would be more effective, giving reasons in support of your answer. You may, if you wish, make use of the opinions expressed in the discussion, but you should use your own words as far as possible.
Methods for helping local shops
Notes
- lower business taxes for small shops
- campaigns to encourage people to buy locally
- limits on new out-of-town shopping centres
Some opinions expressed in the discussion
- “Shops close because the costs are too high.”
- “People will always choose what is cheapest.”
- “Shopping centres take people away from the town centre.”
Write your essay in 220–260 words.
Answer 1
about 10 / 20Nowadays many small shops are closing in the town centres and this is a big problem.1 There are many ways to help them, for example lower taxes, campaigns and limits on shopping centres.
Firstly, lower taxes is a good idea2. Shops close because the costs are too high.3 This is the most direct solution. If the taxes are lower, the shops can pay less and they can stay open. Also they can make the prices lower and more people will buy there.
Secondly, campaigns to buy locally can be useful. For example the town hall can put posters in the street and adverts on the radio. However, people will always choose what is cheapest, so maybe the campaigns don't work very well. Also, some people don't listen to the radio or see the posters, so they don't know about the campaign.
Thirdly, the limits on new shopping centres are also important,4 because shopping centres take people away from the town centre. In my town, a big shopping centre opened two years ago and three shops in the centre closed soon after. It is very important to protect the town centre.5
To conclude, all of these ideas can help the small shops and the government should do all of them.6

What goes wrong
- A general opening, but it doesn’t say what the essay will discuss.
- “Lower taxes are” – plural. And the language stays at B2 level throughout.
- Copied word for word from the opinions: the task asks you to use your own words.
- The task asks you to discuss two methods. A third one takes space away from developing the other two.
- A general statement instead of an argument.
- The essay never says which method would be more effective – the main point of the task.
The marks
Three methods instead of two, and no answer to which would be more effective.
Opinions are copied from the task, and points are stated rather than argued.
Clear paragraphs, but mechanical linking (Firstly, Secondly, Thirdly).
Accurate enough to follow, but at B2 level rather than C1, with some errors.
Answer 2: the same ideas, improved
about 18 / 20The steady disappearance of independent shops from our high streets is a source of concern in many towns.1 This essay considers two possible remedies – cutting business taxes and running campaigns to promote local shopping – and assesses which is likely to be more effective.2
Reducing business taxes would tackle the problem at its root.3 For many small retailers, rising overheads leave them with no choice but to close, regardless of how loyal their customers are4. Lower taxes would ease this pressure immediately, allowing owners to invest in their businesses or keep their prices competitive. The obvious drawback is the cost to local authorities, which would have less money for other services.
Campaigns encouraging people to buy locally, by contrast, are relatively cheap and can raise awareness of what town centres have to offer. However, there is little evidence that awareness alone changes behaviour.5 When faced with a choice between convenience and loyalty, most consumers, understandably enough6, opt for whatever is quicker and cheaper. Social media campaigns showing the people behind local businesses can help to build loyalty, but they are unlikely to outweigh a difference in price.
On balance, I would argue that tax reductions are the more effective measure.7 While campaigns may persuade some shoppers, they do nothing to address the financial pressures that force shops to close in the first place.8

What makes it better
- A precise, sophisticated opening that sets up the issue.
- Says clearly which two methods will be discussed, as the task requires.
- A topic sentence with an evaluation, not just a description.
- A clause that adds a qualification – typical of C1 writing.
- Uses an opinion from the discussion, but in the writer’s own words.
- A concise comment adverbial.
- A clear answer to the main question.
- Explains the final choice, linking back to both paragraphs.
The marks
Two methods, each fully developed, and a clear answer to which is more effective.
A persuasive, academic tone; the discussion opinions are used in the writer’s own words.
Each paragraph develops one method with its drawbacks, and the conclusion ties them together.
A wide range of C1 vocabulary and structures (at its root, regardless of, opt for) used accurately.
What made the difference
- Content: Two methods instead of three, and the conclusion chooses one and says why.
- Communicative achievement: The opinions are paraphrased, and each point is evaluated, with its drawbacks.
- Organisation: Topic sentences that evaluate (“would tackle the problem at its root”) replace Firstly, Secondly, Thirdly.
- Language: C1-level language: overheads, ease this pressure, by contrast, on balance.

Read the task again before you plan: discuss two of the three points, and say which is more important or effective. Many candidates lose marks by discussing all three.
